Univention Corporate Server 4.0 erratum 98 (bugfix)

This update addresses the following issue:
* Improving time to create a simple authentication account considerably by
  disabling uidNumber locking.
* Adjust error message of the PrinterURI syntax class.
* Prevent deinstallation of essential packages when creating a
  slave/master/memberpackages policy.
* Replaced the term "General" by a more descriptive title in various UDM
  modules.
* Improved error message format.
